The Community Development Block Grant program enables Madison County to implement a wide-range of development activities directed toward revitalizing neighborhoods, providing decent housing and a suitable living environment, and by expanding economic opportunities, primarily for persons of low and moderate incomes.   

HUD awards grants to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.

Madison County, like other entitlement communities, develops its own programs and funding priorities. However, Madison County Community Development and other grant recipients must give maximum feasible priority to activities which benefit low- and moderate-income persons. A grant recipient may also carry out activities which aid in the prevention or elimination of slums or blight. The demolition program targets low- and moderate-income areas as well as the prevention of slum and blight.

Eligible applicants must provide Madison County Community Development with:

-Request for Madison County Community Development to demolish property
-Court order, State Statute, or Consent to Demolish
-Title search
-Utility shut off information: water, electric and gas
-Property pictures
-Well information, cistern information

Grant Cycle:                          Fiscal year is from October 1 to September 30.

Eligible Applicants:              Cities, Villages and Townships within Madison County 

Demolition Schedule:         There is no schedule for demolitions. Once a demolition is requested by a city, village or township, an environmental review will be performed if funding levels are appropriate. Upon clearance, asbestos will be surveyed. When asbestos analysis is completed, the demolition will be bid out following procurement procedures. When demolition is awarded, there will be a pre demolition conference with MCCD, the municipality and the contractor. The contractor will have the structure abated according to the asbestos analysis specifications and then the house can be demolished. Upon completion of the demolition, the municipality must supply MCCD with will post demolition pictures as well as a letter requesting payment to the contractor. Once all invoices are paid, a lien will be placed on the property for total costs incurred by MCCD.  A municipality can request up to three demolitions at a time based on funding levels at MCCD.
